The efforts outlined in this plan represent cooperative agreements
between HUD (West Tennessee), MECCA (Memphis Educational Computer Connectivity
Alliance), the Director and Board of Directors of Plough Towers, the Director
of St. Peter Manor in association with the Associated Catholic Charities of
Memphis, The Delta Area Agency on Aging, and additional community partners as
